New Delhi, August 20: The Supreme Court on Tuesday (August 20, 2024) constituted a national task force to look into the modalities that need to be adhered to ensure the safety of medical professionals across the country. A Bench headed by Chief Justice of India (CJI) D.Y. Chandrachud was hearing a suo motu case related to the rape and murder of a postgraduate medic at the RG Kar Medical College and Hospital in Kolkata amid the ongoing nationwide doctors’ strike over it.

The apex court’s intervention came amidst widespread protests by doctors demanding justice for the victim and stringent measures to prevent such heinous crimes from recurring. The incident has brought to the fore the vulnerabilities faced by medical professionals, who often work long and demanding hours, often in isolated conditions. The case has also raised concerns about the overall security infrastructure in healthcare facilities across the country.  

The national task force, comprising eminent doctors, government officials, and medical association heads, has been entrusted with the crucial task of developing comprehensive guidelines and protocols to ensure the safety of healthcare workers. The panel will examine existing security measures in hospitals and medical colleges, identify gaps, and recommend practical solutions to address them.  

Key areas of focus for the task force are likely to include:

  1. Physical security: Strengthening security infrastructure, such as CCTV surveillance, adequate lighting, and emergency response systems in hospitals and medical colleges.
  2. Human resource management: Ensuring adequate staffing levels, including security personnel, to maintain a safe environment.
  3. Awareness and training: Conducting regular training programs for medical staff, security personnel, and patients on safety protocols and crisis management.
  4. Legal framework: Reviewing and strengthening existing laws to provide stricter punishments for crimes against healthcare professionals.
  5. Support systems: Establishing counseling and support services for doctors who experience trauma or harassment.

The task force’s recommendations are expected to have a far-reaching impact on the healthcare sector, shaping policies and practices at both the national and state levels. It is imperative that the task force takes into account the diverse challenges faced by healthcare professionals in different regions and settings.

While the formation of the task force is a significant step forward, it is essential to address the root causes of the problem. The broader issue of gender-based violence, which disproportionately affects women, including healthcare workers, needs to be tackled through comprehensive preventive measures and societal change.
