Rajya Sabha passes National Medical Commission Bill

New Delhi: Ignoring concerns of Indian Medical Association and doctors across the nation, the Rajya Sabha on Thursday passed the National Medical Commission Bill to replace the Medical Council of India, terming it as the biggest reform in medical education.

 

The Lok Sabha on July 29 had passed the National Medical Commission Bill 2019.

 

The bill was taken up in the Rajya Sabha followed by an intense debate on the subject by leaders such as Union Heth Minister Harsh Vardhan, Congress leaders Ghulam Nabi Azad and Jairam Ramesh among others.

 

The bill that seeks to repeal the Indian Medical Council Act 1956 was passed by a voice vote, amid a walkout by AIADMK.

 

Health Minister Harsh Vardhan, in his reply, on the debate on the bill said NEET is already an institutionalised body which is conducting examinations in 13 languages.

 

“Once the NMC Bill is approved, exit examination will be implemented in the next three years,” the Minister said.

 

The bill also has provisions for making national standards in medical education uniform by proposing that the final year MBBS exams to be treated as an entrance test for the post-graduation and a screning test for students in medicione from foreign countries.

 

This exams, called the National Exit Test (NEXT), would ensure that the proposed NMC moves away from a system of repeated inspection of infrastructure and to fous on outcomes rather than processes.
